Is the dog aggressive towards other dogs?

This dog is over a year old and doing fine with dogs his size, so far. Now when it comes to bigger dogs in your house or something, it’s a different story. For example, walk him and he starts to be aggressive with another dog on a leash in his yard or whatever. I need to hold him and pull him back because if I let him go, he will seriously try to attack. We have a new dog from a shelter and the dog is sweet but shy. She is not aggressive at all and clearly wants to get along with the other dog. To keep things simple, the aggressive dog will be named D and the new dog will be named Z. When we brought Z home, we took D out on a leash just in case it happened. This aggressive behavior didn’t stop even inside his cage. After a while, he is not as loud or aggressive in his cage, but he does pop up often. I took him to the barking dog and he looked awkward but quickly got excited about other dogs. Any signs of aggression had disappeared and there was an aggressive energy towards Z. He also did not try to play with her, but left her alone. They sniffed at each other and that was it. Even on the way back on the leash next to each other, (we walked in at different times) and they were fine … until we got home at the door. What can I do to be proactive and correct this behavior?
