My dog needs manners with other dogs.

My six year old female Boston terrier is terrible at walking. We both need the exercise so we have been walking around the neighborhood and there are LOTS of other dogs. Every time we see one, she acts terribly: she starts pulling, whining and trying to get to the other dog, while she acts like she’s excited and wants to play and aggression. If I let her go with the other dog, she sometimes she gets nervous and she’s fine, and other times she’s cranky, so I try to get her to stop walking and pay attention to me, but she’s pretty bad at it. Next year we will be living in our RV and traveling full time and I KNOW there will be many other dogs. How can I break her bad behavior now so it won’t be a problem in the future? She has been socialized, we used to foster at a shelter and have had many dogs in and out of our home and she has never had a problem. We have access to a dog park and dog beach, and she’s always been fine off leash, but we don’t go much in case she decides to get choppy and hook up, which hasn’t happened yet, but for sure one day. she could.
