My puppy will not go to the bathroom unless I am out with him.

I have a 4 month old rescue boy (cattle herder / lab mix) who has been home with me for a little over 2 weeks. He’s a clinger, I trained him in cages (his shelter has them in pens with some pups) and I had to get creative to really distract / convince him that alone time is a good thing. The main problem is that he won’t leave my deck to use the bathroom unless I go out with him, and I have no idea how to work on that. You don’t have accidents, you don’t go on deck, you just don’t go. I’ll let him out and he’ll stare through the sliding door until I let him in or I go out with him. The longest that have passed is 30 minutes. If I let him in, he’ll come back a minute later and ring the bell again saying he has to leave. Sure enough, once you go to him, he will finally go away. He doesn’t seem to be afraid of anything based on our walks or car trips. How do I work on that with him? It seems a bit sticky because if I go out, I am further cementing the habit. Thoughts?
