Potty training: no potty for 20 hours

1 year old dog recently adopted 2 weeks ago. He is cage-trained and potty well on walks, but will urinate in the house if given the chance. He doesn’t go to the bathroom in the backyard, but he always will on walks. I’m trying to teach him to go to the bathroom for the backyard. The last time he urinated was around 8pm last night. He slept in the cage all night and had breakfast / drank water in the morning. Since he woke up at 5 a.m., he was taken to the backyard at least every 30 minutes and then returned to the box after entering. It’s HOT outside (100 degrees +) so we only stayed there for about 5-10 minutes in the shade. He usually lays out there. If I tie him up and try to walk, he’ll stick his butt to the ground and he won’t walk. It has been 20 hours since you urinated or pooped. He shows no signs of desperation or a need to go to the bathroom. Should I continue with the box to the backyard indefinitely? At what point does this become a health problem? Thanks
