Puppy barks and growls at literally EVERYTHING

1) I know this doesn’t sound like a big deal, dogs bark etc. etc.; but my pup (7 month old border collie + poodle mix) absolutely growls and barks at anyone or any dog ​​on our walks. He is not aggressive at all and just wants to play but that makes her look aggressive and I don’t want her to scare other dogs or cause other dogs to attack her. But I don’t know how I’m supposed to stop it from doing this. I don’t want to spend all my walks telling people that she’s not dangerous, she just barks and growls at everything. 2) Inside the house, even the slightest blow or outside noise starts it up. A person outside the window? BARK BARK. Does a car door close? BARK BARK. It’s incredibly aggravating and also makes my other dog mad so there’s about 5 minutes of non-stop barking from the couple, even scaring people outside because they stick their heads out the cat flap and bark. My senior dog (4 year old Poodle + King Cavalier Spaniel mix) is quite laid back and is friendly. She barks at people outside and occasionally complains about the noises, but the puppy really makes her angrier. And I don’t know how to teach them to stop. I figured it might be diversionary tactics, but I’m not sure. 3) Is puppy play going a little too far? The dogs play a lot, but it gets to the point where, on our walks, the pup is constantly attacking and fighting with my older dog. All. The. Weather. My older dog is calm and walking happily, but the pup keeps backing up to playfully attack her and I have to tell her to stop. I’m not sure how to approach it. FYI: I know I seem to have no idea what to do with dogs – these are my first two dogs. But they are trained to a good extent, it’s just about discovering these things. Any help is appreciated.
