Why is the first phrase “Voy a leerlo” and not “Lo voy a leer”? Or why is the second phrase “Lo leí” and not “Leí lo”. Could I say either for both phrases or is there a rule where I would have to say “leerlo” and “Lo leí”?

Why is the first sentence “I’m going to read it” and not “I’m going to read it”? Or why the second sentence is “I read it” and not “I read it”. Could you say for both sentences or is there a rule where you would have to say “read it” and “I read it”?
