I want to update an old basement, what are my options?

Hello everyone! Looking to renovate my basement into an office/media room. The house was built in 1936, the basement is uninsulated as far as I can tell, with sheetrock applied directly to the concrete block and no electrical outlets. That said, it does get very cold there in the winter. The two main things I want to do are add a couple of outlets and improve heat retention. My initial thought was to frame the walls, install new electrical and insulation + drywall. I’m not sure if this is excessive or if the pre-existing cast is problematic. Any advice would be greatly appreciated!
