What is the standard if the specific dimensions are not written in the HOA statutes (building a shed)?

I own a double wide manufactured home on my own lot. I have lived there almost 20 years. The HOA statutes say nothing about a shed. They specifically mention the height of the fence and the minimum square footage of the house, but nothing in regards to a shed. My city allows anything under 200 square feet to not need a permit of any kind. I have now emailed my HOA to request their opinion, but I was just curious what the actual answer means to not being stated in the HOA bylaws, because they list action steps when it comes to size of the house and the height of the fence, etc. ). I live under Texas law if that information is relevant. Ty for any help in advance!
